1. The Government of the Cook Islands has received financing from the Asian Development Bank (ADB), European Union (EU), Global Environmental Facility (GEF), and Green Climate Fund (GCF) toward the cost of the Renewable Energy Sector Project. This contract will be financed by GEF and GCF and ADB will administer the co-financing resources. Procurement rules and procedures of ADB will govern the bidding process. The Bid is open to all Bidders without nationality restriction.

2. Te Aponga Uira (TAU) (“the Employer”) invites sealed bids from eligible Bidders for the design, construction, installation, integration in the existing power system infrastructure and commission of renewable energy facilities (“the Facilities”) as shown below:

• The Scope of Works is for the upgrade of the TAU SCADA system is to provide improved monitoring and control of the generators and feeders as well as the PV generation system on the network, and integration of battery energy storage systems.
• The Scope of Works shall include the design, engineering, supply of hardware, software, construction, commissioning, training and operational support of the SCADA system.

3. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to Bidders from all countries as described in the Bidding Document.

4. To obtain further information and obtain an electronic copy of the bidding documents, eligible bidders should:

• Register their interest by registering on the Cook Islands Government E-Government Procurement portal at:

https://in-tendhost.co.uk/adbprocurementnetwork/aspx/Home

• In order to participate in the IFB, you will need to register as a supplier on the Portal as a supplier. As part of registration, you will need to specify relevant “Business Categories” for your business. This IFB will be listed under the following category:

• Prospective Bidders should include this contract number when registering on the system.
• Once the bidding documents are published on the portal any suppliers registered will receive automatic advice of the IFB and a link to access bidding documents via the Electronic Tender Account. Submission of tenders will be through the same account.
• Suppliers who register after the IFB is published will receive notification of the IFB upon registration.

5. Pre-bid meeting will be held via video conference (an invitation will be sent to registered bidders) on Monday, 13 May, at 2:00 pm Cook Islands Time.

6. Submit your bid:

• Using the Procurement portal as specified above
• on or before 28 May 2024, 3:00pm (Cook Island Time)
• together with a Bid Security as described in the Bidding Document

Bids will be opened immediately after the deadline for bid submission in the presence of the Bidders’ representatives who choose to attend. Late bids will be rejected.
