- Contract: ~80 days over 15 months (July 2026 – September 2027)
The National Environment Service (NES) is seeking an experienced Environmental Information Systems Specialist to design and deliver a national environmental information platform under Project ENUA (Enhancing Nature’s Unique Areas).
This is a high-impact consultancy supporting the development of the National Environmental Information System (NEIS), a critical tool to strengthen environmental management, biodiversity protection, and evidence-based decision-making across the Cook Islands.
About the Role
You will lead the design, planning, and delivery of a national data system that integrates environmental and biodiversity information across government and stakeholders.
Working closely with NES and project partners, you will:
- Lead a needs assessment and system design approach
- Deliver a feasibility study and implementation roadmap
- Support vendor selection and system development
- Provide strategic oversight during system build and rollout
- Deliver training and guidance to ensure long-term system use and sustainability.
This role combines technical leadership, stakeholder engagement, and project delivery oversight.
About You
You are a data or systems professional with experience delivering complex information platforms, ideally within government or development contexts.
You will bring:
- Experience in data systems, GIS, digital platforms, or information management systems
- Proven ability to lead system design from concept through to implementation
- Strong stakeholder engagement and facilitation skills
- Experience working with multi-disciplinary teams and government stakeholders
- Ability to translate technical concepts into practical, user-focused solutions
Experience in the Pacific or small island contexts is desirable but not essential.
