The Cook Islands Investment Corporation (CIIC) is seeking an experienced Consultant to undertake a comprehensive Housing Options Assessment and Feasibility Study for Rarotonga. Working closely with CIIC, the successful Consultant will help shape practical, sustainable, and scalable housing solutions by assessing housing demand, affordability, supply, and future delivery options. The study will include analysis of housing and market data, identification of key housing challenges and priority groups, evaluation of development sites and housing models, and preparation of feasibility assessments, financial analysis, and implementation pathways. This important project will support the development of a coordinated, evidence-based housing pipeline aligned with Government priorities and the long-term housing needs of the Cook Islands.
